So I'm thinking that specific merchants or perhaps all merchants in a specific Act or Difficulty only sell specific dye colors correct me if I'm wrong here in a comment, and I'll update Can someone provide me with a list of where I can find each color of Dye?

This doesn't address whether he rotates among 4 colors instead of 3, or he can have any of them; I don't really know much about dyes. Posting as it may be a useful data point if others have also got him to stock other colored dyes. I will update my question. Usually one merchant in an area will sell them. They are listed under the "potion" icon in their wheel. I don't know if they've changed it, but only certain colors are available per difficulty.
Originally you could dye anything that wasn't a legendary, but that might have changed too. You can also buy dyes to remove a color, and a dye to turn equipment invisible. There shouldn't be any level requirement. Each part of the armor can be dyed, including the helmet, chest, gloves, legs, and boots.
Players can dye each piece with a different color palette, or apply the same palette to all of them.
