I think they arrange the group according to things like height and what arrangement looks the best.. Super Junior is usually Siwon or Hangeng sometimes Heechul Siwon is SJ's poster boy. Hangeng, Heechul, Siwon, Kibum. Like what some of the people above already stated, it depends on the overall look and height of the celebs. They're the most obvious shortest individuals from their group and placing them elsewhere might make the pictures look a bit awkward because of the height difference more so in Jay's case.
